E. Reports
1. COMMUNITY RESTORATIVE COURT UPDATE (CRC STAFF)
Presented by Ron Chance and Stephanie Marino. The Community Restorative Court
(CRC) is returning to some in-person services, although many of the peacemaking circles
remain virtual. There are many new referrals to the CRC. The CRC does not anticipate
new positions from the department budget for next fiscal year. The CRC will hold an open
house of new location soon. The CRC will also hold an advisory board meeting in
September. The CRC launched its new data system and hopes to have some analysis by
early fall. The CRC is also examining recidivism data among former respondents.
Discussion ensues regarding new database. The CRC is going to add historic data into it,
with the intention of adding all old data to the new case management software by the end
of 2022. Discussion regarding timeline for returning to primarily in-person services. CRC
staff are unsure on the exact timing, up to the comfort of respondent, victims, and citizen
peacemakers; likely between now and August.
2. UPDATE ON COMMUNITY JUSTICE INITIATIVE FUNDING REQUESTS (STAFF)
Discussion of a BJA grant opportunity for the community justice center initiative. The
grant amount is for a total of $600,000, with an in-kind match of $200,000. The award is
for 48 months total, with a have a 6-month planning period. Discussion of referral source
and likely target participants for people in initiative (see attachment). Discussion of
relationship to the Community Restorative Court, distinction of role of judge. Importance
of linkage to critical wraparound services, potentially including educational supports and
housing supports. Importance of procedural justice, or perceived fairness of criminal
justice system. The CJC will know whether awarded grant hopefully before October.
Discussion ensues regarding 17- to 35-year-old age groups. Remaining focused on
adults, not youth; could potentially expand with additional data and discussion in planning
stage.
