B. Consideration of Minutes  
[MINUTES FROM THE 10/19/2022 ARTS AND CULTURAL AFFAIRS  
COMMISSION MEETING]

A motion was made by Supervisor Xistris-Songpanya to approve the minutes  
from the 10/19/22 Commission meeting, seconded by Vice Chair Klehr.  
The motion was carried unanimously by a voice vote.  
C. Presentations  
1. Pat Dillon, Cultural Connections  
- The focus of Dillon’s work is children affected by mass incarceration, primarily children  
who have parents that are incarcerated.  
- Ages range K-middle school and there is potential for high school students also.  
- The Cultural Connections program provides an important space for students to connect  
to each other and the community through visual arts.  
- Upcoming events include an exhibition at Abel Contemporary Gallery in Stoughton, WI  
on January 13, 2023.  
D. Action Items  
- A motion was made by Vice Chair Klehr to approve Capital grant awards of  
$1,500 each to Overture Center for the arts and Madison Circus Space, seconded  
by Parks snider.  
The motion was carried unanimously by a voice vote.  
1. Cycle 2 Capitol Grants Approval  
The 2022 Cycle 2 Capital grants are afforded by the Lussier fund, not the 2022 Cycle 2  
grant budget.  
- A motion was made by Vice Chair Klehr to approve Capital grant awards of  
$1,500 each to Overture Center for the arts and Madison Circus Space, seconded  
by Parks snider.  
The motion was carried unanimously by a voice vote.  
Short Order Grants Approval  
The 2022 Cycle 2 Short Order grants are afforded by the Lussier fund, not the 2022 Cycle  
2 grant budget.  
A motion was made by Vice Chair Klehr to approve funding short order projects  
submitted by Emerson Elementary School ($850) and Central Midwest Ballet  
($600), seconded by Puleo Moyer.  
The motion was carried unanimously by a voice vote.  
2. Approve 2023 Meeting Calendar  
The Commission will meet the second Wednesday of each month, starting at 8 a.m.  
There will be no meetings in July or December.  
A motion was made by Supervisor Xistris-Songpanya to approve the 2023  
Commission meeting schedule seconded by Commissioner Gallagher.  
The motion was carried unanimously by a voice vote.  
3. Review/approve Areas of Focus  
- Executive Committee: Ritcherson, Klehr, Miquelon, Puleo Moyer, Xistris-Songpanya  
- Community Engagement/Publicity focus area (publicity, outreach, special events):  
Parks Snider, Puleo Moyer  
- Marketing, including Arts and Economics AEP focus area: Gallagher, Miquelon  
- Building our Artist Pool focus area: Parks Snider (see community engagement)  
- Friends of Dane Arts/Fund Advisory focus area: Ritcherson  
- Grants Review focus area: Curet  
- Policy and Handbook focus area: Klehr  
Continue to explore:  
- Whether a focus area of new Commissioner Prospects is necessary: Puleo Moyer  
- Whether to add a Volunteers focus area  
- Further discussion of the Resource/Fund Development focus area: Gallagher,  
Xistris-Songpanya  
A motion was made by Commissioner Puleo Moyer to approve the Areas of Focus  
as outlined, seconded by Vice Chair Klehr.  
The motion was carried unanimously by a voice vote.  
4. Review/Approve Discussion Topics Overall and for January, February, March 2023 Meetings  
- January discussion items will include funding admission-free events led by Chair  
Ritcherson, and parameters for a county-funded $40,000 a youth in art program, led by  
Supervisor Xistris-Songpanya.  
- The February discussion topic will be engagement of youth in Dane Arts opportunities  
and events led by Vice Chair Klehr and Commissioner Parks Snider.  
- A potential discussion topic for May, is a report on the AEP survey, to be led by  
Commissioner Miquelon.  
A motion was made by Commissioner Curet to approve the Discussion Topics  
presented, seconded by Commissioner Miquelon.  
The motion was carried unanimously by a voice vote.  
E. Reports to Committee  
1. Vacant Positions  
Chair Ritcherson and Director Fraire are currently in conversation with two prospective  
commissioners.  
F. Executive Director Report  
1. 2023 Calendar and Poster  
The poster and calendar event was a success.  
2. 2023 Plan  
- Revamping and simplifying the grant program  
- Increasing fundraising/donor development, stepping back on programming  
- Reassess Dane Arts activities and further promote selected programming  
G Future Meeting Items and Dates  
The next Commission meeting is on Wednesday, January 11th at 8 a.m.
