The July 27, 2022 Executive Committee meeting is being held virtually ONLY. The public can access the  
meeting either with the Zoom application or by telephone.

The meeting was called to order at 5:30 p.m. Also present: Sup. Kiefer, Sup. McCarville,  
Peterson-Thurlow, MacKinnon. Erik Anderson, Tom Kriegl.

B. Consideration of Minutes  
MINUTES OF THE 7-21-22 EXECUTIVE COMMITTEE MEETING

A motion was made by SCHAUER, seconded by DOOLAN, that the minutes be  
approved. The motion carried by a voice vote.

D. Referrals (Resolutions & Ordinance Amendments)  
RESOLUTION PROVIDING FOR A REFERENDUM ELECTION ON THE  
QUESTION OF THE APPROVAL OF AN INITIAL RESOLUTION  
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS IN  
AN AMOUNT NOT TO EXCEED $10,000,000  
McCARVILLE, KIEFER and BOLLIG

PUBLIC COMMENT: See Registration Report for 7-27-22 attached with minutes for  
information on public comments.  
Supervisor Kiefer, sponsor of the resolution, spoke to recommend that the committee not  
act on the resolution tonight because he objected to the meeting being held virtually and  
believed the meeting was out of order.  
Sup. Schauer spoke and said he believes the meeting is in order contrary to Sup.  
Kiefer's assertion because the County Board Chair determined it was justified to hold the  
meeting virtually due to the CDC's designation of Dane County as a high-risk Covid  
transmission area at the moment, and the meeting wad properly noticed that it would be  
virtual-only in compliance with open meetings laws.  
Sup Palm and Sup Smith: Asked questions about how the funding amounts and the  
fiscal note (i.e., whether this resolution would be passed if the County Board passes  
Resolution 086), which were determined will need to be addressed to staff.  
Sup Veldran: Doesn't like the idea of putting county policy to referendum, but is  
concerned with moving the project forward.  
Sup. Gray indicated he will vote no on resolution because he sees referendum as  
abdication of county supervisor responsibility.  
Chair Miles also indicated a preference for not putting tough County Board decisions to  
referendum. Indicated he would vote against it if it were not for the need to move the  
project forward with the potential for authorization of funding. Indicated he was inclined to  
forward the resolution to the County Board without a recommendation.  
Sup. Schauer said he does not believe that a referendum is an abdication of County  
Board responsibility.  
A motion was made by SCHAUER, seconded by DOOLAN, that the resolution be  
recommended for approval. The motion failed by the following vote:

A motion was made by GRAY, seconded by PALM, that the resolution be  
forwarded without recommendation. The motion carried unanimously by a voice  
vote.
