A. Call To Order  
The meeting was called to order at 5:00 p.m.  
Staff and others present: Peter Ouchakof, Casey Becker, Joanna Cervantes, and  
Michelle Bozeman (staff); An Nguyen (WWBIC).  
B. Public Comment on Items not on the Agenda  
None.  
C. Consideration of Minutes  
Motion by Johnson, seconded by Torrence, to approve the minutes of the May 10, 2022  
CDBG Commission meeting. Motion carried unanimously by a voice vote.  
MINUTES OF THE MAY 10, 2022 CDBG COMMISSION MEETING.  
The minutes were approved.  
D. Action Items  
Supervisor Ripp, Chair of the CDBG Application Review Team, summarized the funding  
recommendations for 2023 CDBG/HOME proposals. Following initial approval at this  
meeting by the CDBG Commisison, applicants will be notified of their initial award, and a  
public hearing will be held at the October 25, 2022 CDBG Commission meeting.  
Following the public hearing, the CDBG Commission will make their final funding  
recommendations, which will move forward to the County Board for final review and  
approval.  
Motion by Ripp, seconded by Brown, to approve the initial funding recommendations as  
presented. Motion carried unanimously by a voice vote.  
APPLICATION REVIEW TEAM FUNDING RECOMMENDATIONS FOR  
2023 CDBG/HOME PROPOSALS.  
This item was approved.  
E. Reports to Committee  
Mr. Ouchakof shared staffing and roster updates with the Commission, including the  
addition of Stefan Fletcher to the CDBG Commission and Michelle Bozeman to the HAA  
Division. Welcome Stefan and Michelle!  
Additionally, staff shared news that Chair Solberg will be resigning from her position on  
the CDBG Commission following this meeting. We are very grateful for the many years  
Commissioner Solberg has spent serving on the CDBG Commission, as well as, service  
on the County Board and other County committees. She has been a tremendous asset  
to Dane County and will be sorely missed. Thank you Cynda!  
WWBIC QUARTERLY LOAN REPORT  
An Nguyen, Associate Director of Lending for the Wisconsin Women's Business Initiative  
Corporation (WWBIC), shared an updated on the Dane County RLF fund that is  
administered by WWBIC. A summary of the loan fund, including the Q2 2022  
Cumulative Report, is attached.  
SEPTEMBER 2022 CDBG/HOME EXPENDED FUNDS REPORT  
Staff summarized the October Expended Funds Report, noting the upcoming Timeliness  
Ratio test measured by HUD annually on November 2nd and a high number of  
expenditures anticipated during October ahead of the timeliness test.  
SEPTEMBER 2022 CDBG-CV EXPENDED FUNDS REPORT  
Staff summarized the October CDBG-CV Expended Funds Report, noting contracts  
executed and those currently processing through to execution  
SEPTEMBER RLF LOAN REPORT  
Staff provided an update on the September 2022 RLF loan report.  
F. Future Meeting Items and Dates  
October 25, 2022 at 5:00 p.m.  
The meeting will include a public hearing on the 2023 funding recommendations, as well  
as, a public hearing on the HOME-ARP to solicit public input and provide information to  
the public on the funds available and range of activities that may be undertaken.

a voice vote, and the meeting adjourned at 5:40 p.m.
