Linda Ketcham called the meeting to order at 5:34 p.m. with a quorum present.

A motion was made by Kamp, seconded by Williams to limit the public  
comments to three minutes. Motion passed unanimously.  
B. Consideration of Minutes  
08-15-22 CCHIC MEETING MINUTES  
A motion was made by Benford and seconded by Williams to approve the  
minutes of August 15 2022. Smith and Wright abstained. Approved with no  
opposition.  
A motion was made by Benford, seconded by Wright to have a 5 minute recess  
for the committee staff to check if additional public comments were registered.  
Motion passed unanimously.  
Supervisor Michele Doolan joined the meeting at 5:46pm.

D. Presentations  
1. Existing protections afforded to persons experiencing homelessness and how to  
report discrimination – City of Madison Department of Civil Rights  
Chelsea Schult and Julie Austin from the City of Madison Department of Civil Rights  
Equal Opportunities Division presented on the City of Madison’s Equal Opportunities  
Ordinances including protected classes, how to file discrimination complaints, and  
training opportunities. Staff also reviewed how the Equal Opportunities Ordinance is  
related to the Homeless Bill of Rights and answered the committee members’ questions  
Committee members discussed examples of discrimination and next steps to support the  
Homeless Bill of Rights.  
09.19.22 REGISTRANT REPORT  
E. Action Items  
1. Approving the selection of Porchlight, Inc. as the operator of a new facility, to be  
constructed by the City, to provide emergency shelter and supportive services primarily  
to male-identifying persons in Madison and Dane County that experience homelessness,  
and to authorize the Mayor and City Clerk to enter into any agreements and contracts  
with Porchlight, Inc. necessary to fulfill that purpose.

Jim O’Keefe, City of Madison Community Development Division Director, provided  
background information on the Men’s Shelter Operator Request for Qualification process  
and the selection of Porchlight as the operator and answered committee members’  
questions.  
A motion by Benford, seconded by Williams to adopt the resolution. Motion  
passed unanimously.  
2. Discussion and possible action on 2023 City of Madison and Dane County Budget  
Jim O'Keefe and Casey Becker presented on the City and County’s 2023 budget timeline,  
homeless and housing related capital and operating budget items.  
No formal action taken.

1. Men's Shelter Update  
Jim O’Keefe provided updates on the Zeier Road temporary shelter.  
2. Covid-19 Response Updates  
CCHIC SEPT 2022 COVID UPDATE  
Kristina Dux, Melissa Mennig and Sarah Lim provided updates on COVID-19 Vulnerable  
Population Hotel, Unsheltered Response Hotel, Isolation and Quarantine Center, Hotel to  
Housing Program, and congregate shelter utilization and answered the committee  
members’ questions.

The next CCHIC meeting is Monday, October 3, 2022 at 5:30pm.
