ENVIRONMENT, AGRICULTURE & NATURAL RESOURCES  
COMMITTEE AMENDMENTS TO THE PROPOSED 2023 OPERATING  
BUDGET  
Supervisor Erickson presented EANR-O-3 and EANR-O-4 and spoke in support of both.  
EANR-O-3: Motion by Smith, seconded by Chawla, that the amendment be approved.  
The motion carried by a voice vote 5-0.  
EANR O-4: Motion by Smith, seconded by Chawla, that the amendment be approved.  
Motion by Downing, seconded by Chawla, to amend the intent/justification by replacing  
the phrase, “exempt or prohibited from,” with “exempt from or prohibited by.” The motion  
on the amendment carried by a voice vote 5-0. The main motion to approve the  
amendment as amended carried by a voice vote 5-0.  
The Committee noted that EANR-O-1 is their first priority and Chair Chawla stated that he  
would present EANR-O-1 as the committee's first priority to the Personnel & Finance  
Committee.  
Motion by Downing to rank the operating amendments in priority order. Motion failed for  
lack of a second.  
ENVIRONMENT, AGRICULTURE & NATURAL RESOURCES  
COMMITTEE AMENDMENTS TO THE PROPOSED 2023 CAPITAL  
BUDGET  
EANR C-1: Motion by Downing, seconded by Smith, to amend EANR C-1 so that the  
motion reads, “Increase expenditures and borrowing proceeds revenue by $300,000 to  
fund an agricultural conservation easement purchases (ACEP) program in Dane County.”  
The motion carried by a voice vote 5-0.  
G. Reports to Committee  
1. PFAS Pilot Reduction Program Update  
Chair Chawla noted that he is working with Carrie Springer on a report or presentation to  
the EANR committee at a future meeting on the findings of the MSN airport PFAS pilot  
reduction project.  
H. Future Meeting Items and Dates  
The next meeting is November 10th or at the call of the Chair.
