PROPOSED 2023 OPERATING BUDGET  
HHN-O-1: Motion to amend by Palm as follows: Increase expenditures by $700,000 to  
fund the Salvation Army's operations of the family shelter facility at 4502 Milwaukee  
Street in Madison. Seconded by Huelsemann. The motion to carried by a voice vote 7-0.  
Motion by Palm, seconded by Huelsemann, to approve the amendment as amended. The  
motion carried by a voice vote 7-0.  
HHN-O-2: Motion by Huelsemann, seconded by Palm, that the amendment be approved.  
The motion carried by a voice vote 7-0; YGP.  
HHN-O-3: Motion by Huelsemann, seconded by Palm, that the amendment be approved.  
The motion carried by a voice vote 7-0; YGP 1-0.

(Aye).

HHN-O-12: Motion to amend by Palm as follows: Increase expenditures by $121,800 to  
increase support of operations for the men's overnight shelter operated by Porchlight,  
Inc. Seconded by Wegleitner. The motion carried by a voice vote 7-0.  
Motion by Palm, seconded by Huelsemann, to approve the amendment as amended. The  
motion carried by a voice vote 7-0.  
HHN-O-13: Motion by Huelsemann, seconded by Palm, that the amendment be denied.  
The motion carried by a voice vote 7-0; YGP: 1-0.  
HHN-O-14: Motion to amend by Palm as follows: Without increasing expenditures,  
reallocate the $250,000 in mobile crisis response funding in the Department of Human  
Services to support the City of Madison CARES crisis response and facilitate the  
development of a county-wide mobile crisis response effort. Seconded by Huelsemann.  
The motion to carried by a voice vote 7-0; YGP 1-0.  
Motion by Huelsemann, seconded by Palm, to approve the amendment as amended. The  
motion carried by a voice vote 7-0; YGP: 1-0.
