AUTHORIZATION TO ACCEPT ADDITIONAL FUNDS FROM THE WISCONSIN DEPARTMENT OF CHILDREN AND FAMILIES (WI DCF) FOR THE MATERNAL, INFANT, AND EARLY CHILDHOOD HOME VISITING PROGRAM (MIECHV)

Public Health Madison and Dane County (Public Health) propose the acceptance of additional Funds from the Wisconsin Department of Children and Families (WI DCF). These funds enable Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program recipients to address the needs of expectant parents and families with young children. These funds support Public Health’s Nurse Family Partnership (NFP) program.
The WI DCF administers the Family Foundations Home Visiting program (FFHV). FFHV receives funding through the Federal Maternal, Infant, and Early Childhood Home Visiting (MIECHV), Temporary Assistance for Needy Families (TANF), and State General Purpose Revenue (GPR) funds to support families served by evidence-based home visiting programs.
The purpose of the MIECHV Program, authorized by section 511 of the Social Security Act, is to support the delivery of coordinated and comprehensive high-quality and voluntary early childhood home visiting services to eligible families. NFP is an evidence-based program that provides nurse home visiting services to low-income people during pregnancy and supports the family until the child is two (2) years old. Public Health is an LIA for the MIECHV Program.
The Board of Health for Madison and Dane County previously approved Board of Health Resolution File #81369 (Enactment # RES-24-00100), and Dane County Board Resolution #2024 BOH RES-031 authorizing the acceptance of $506,676.00 from WI DCF. In 2025, Public Health received an additional $54,234.00 from WI DCF, increasing the total amount to $560,910.00.
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison on behalf of Public Health Madison & Dane County authorizes the Director of Public Health, or their designee, to sign the agreement, and accept and expend the funds in the total amount of
$560,910.00 for the 2025 Nurse Family Partnership budget; and
NOW THEREFORE BE IT FINALLY RESOLVED, that the Board of Health for Madison and Dane County on behalf of Public Health Madison & Dane County authorizes the Director of Public Health, or their designee, to sign the agreement, accept and expend the funding, and amend the 2025 Public Health budget in the amount of $54,234.00.
